And in a YouTube video demonstrating its awesome power, he reveals a direct hit to the eyes would be 33 million more times intense than staring into the sun.
In the video, he says: "I just finished putting together my most terrifying device yet."
The FDA's limit of .005 is the recommended maximum where a quick flash in someone's eyes should not do any damage.
Its creator claims the lazer beam is so strong it can blast through a computer case.
But, at that intensity, if you look at the glowing dot on the wall it can cause harm to your eyes.
